COMPUTER EDUCATION AND ADMINISTRATIVE PERFORMANCE IN PUBLIC SECONDARY SCHOOLS (A CASE STUDY OF OORELOPE LOCAL GOVERNMENT AREA, OYO STATE)  

ABSTRACT

This research investigated computer education and administrative performance in public secondary schools in Oorelope Local Government Area, Oyo State.Related literature to the study was reviewed and the major variables and concepts related to the study were equally discussed such as concepts of computer, concepts of education, concept of Administrative performance and administrative functions in Public Secondary Schools.Descriptive Survey of correlation type of design was used in this study, respondents were sampled from seven Public Secondary Schools in Oorelope Local Government Area, Oyo state and the use of two sets of instruments.Computer Education Questionnaire (CEQ)Administration Performance Questionnaire (APQ)For the principals and teachers and stratified random sampling technique was used to select 217 (43%) participants out of 506 population. One main hypothesis and five operational hypothesis were formulated and tested using Pearson product moment correlation co-efficient at 0.05 level of significance. The study revealed that there is significant relationship between computer education and administrative performance in Public Secondary School in Oorelope Local Government Area, Oyo State.The study recommended that Head teachers and teachers should work together as a team towards enhancing the determination of computer in school administration. The Government and all educational stakeholders should also be involved in the provision of computer materials and infrastructure in order to create conducive environment for its determination.

Background of the Study

Currently in Nigeria, the complexity of organisational functions has shown the need for management information system, which could enhance the realisation of organisational objectives. Information flows is the bedrock of any organisation because adequate and good information assist the administrator/manager to make sound decisions. Thus, the computer has made management functions relatively easier.

Aliche (2009) defines information technology as the electro-manual method, which operates with the use and application of computers with a mechanical system in sending information, receiving messages, storing data and statistics and ensuring that the data stored are readily retrievable as at when needed (P.I).

Akinyemi (2012) pointed out that the impact of computer are great and include greater efficiency, high quality products, increased productivity and convenience of operation as well as better services delivery. Thus it is a means through which educational problems are taken care of. Therefore, it is the application of technology to solve educational problems. Indeed, there is rapid development of computer which are boost to information handling and processing as well as educational management.

Olowe (2012) opined that computer is an incredible and fundamental tool in addressing issue at ease and faster rate. This of course, has been the strategy that has adopted by administration of secondary schools to see to the effectiveness and efficiency in the administration.

According to Bukoye (2008), computer education in Nigeria can be applied as an integrated learning system through drills and practice, tutorial and dialogue system, information handling, simulation and gaining. The state of computer literacy in Nigeria can be traced to the year 1964, when the I.B.M 1401 computer was to first donate to the University of Ibadan. Yet, thirty-seven (37) years after the introduction, Nigerian teachers and students are not versed in the use of computer technology. For computer to be effectively used in Nigerian schools, that is, from primary to tertiary institutions, every teacher and administrator must become computer literate (New watch Magazine, 1989),

Some researchers maintained that the computer is used for administrative purposes in the school for maintaining student records and scheduling classes. It can also be applied directly to instruction for 'CAI' the Computer Assisted Instruction is a special packaged for using the computer directly as medium of instruction and as information delivery system. It presents instructional materials to the students and interprets response. The three ways of utilising computer in education this include: for effectiveness administrative system, as problem solving tool and as the basis of an integrated learning system (Adewoyin 2000).

The researcher therefore, intends to investigate the computer education on the school administrative performance in public secondary schools in OorelopeLocal Government Area, Oyo State.

Statement of the Problem.

As indispensable as computer is, it seems difficult to determine its administrative performance in public secondary schools. Although, computer education has been introduced at the secondary school level of Nigerian education administrative officers are yet to really understand administrative performance of the computer because of the inadequate training of the personnel, insufficient computer for personnel, lack of competent hands to impact the knowledge of computer, and insufficient fund to provide adequate computer in schools. Considering the increased of the student's population, computerisation of the student's results, the increase workload of tasks, teaching and learning processing in the school are the problems militating against the administrative performance of personnel in the use of computer.

The researcher intends to find out the influence of computer education on the administrative performance in public secondary schools in Oorelope L.G.A, Oyo State.

Purpose of the Study.

The purpose of this study is to examine the relationship between computer education and administrative performance in public secondary schools in Oorelope Local Government Area, Oyo State.

Specifically, the purposes of the study were to:

1. examinethe level of computer education of school administrator in public Secondary Schools in Oorelope Local Government Area, Oyo State.

2. findout the level in the use of computer education by school administration in Public Secondary Schools in Oorelope Local Government Area, Oyo State.

3. investigate the use of school based data in student record keeping in public secondary

schools in Oorelope Local government area, Oyo state

4. findout the use of excels (spreadsheets) in computing students records.

5. examinethe use of the of MS Word in sending messages in public secondary schools in Oorelope local government area, Oyo State.

Research Questions.

1. What is the level of computer education of administrators in public secondary schools in

Oorelope Local Government area, Oyo state?

2. What is the level of use of computer education in ensuring administrative performance in

public secondary schools in Oorelope local government area, Oyo state?

3. What is the level of use of data based in keeping students records in public secondary

schools in Oorelope local government area, Oyo state?

4. What is the level of use of spread sheet in computing student's examination records?

5. What is the level of use of MS Word in sending messages to promote administrative

performance in public secondary schools in Oorelope local government area, Oyo state?

Research Hypothesis 

Main hypothesis:

HO: There is no significant relationship between computer education and administrative performance in public secondary schools in Oorelope local government area, Oyo state

Operational Hypothesis

HO1:    There   is   no   significant   relationship   between  computer   education   and   school administrator in public secondary school in Oorelope Local government area, Oyo state.

HO2: There is significant relationship between the level in the use of computer education and school administrator in public secondary school in Oorelope local government area, Oyo state.

HO3: There is no significant relationship between the use of school base data in students record keeping in public secondary schools in Oorelope local government area, Oyo state.

HO4: There is no significant relationship between the use of excel (spread sheets) in computing students records and administrative performance in public secondary schools in Oorelope local government area, Oyo state.

HO5: There is no significant relationship between the use of MS Word in sending messages and administrative performance in public secondary schools in Oorelope local government area, Oyo state.

Scope of the Study

This research work was designed purposely to explore measure of computer education on administrative performance in public secondary schools in Oorelope local government area, Oyo state. In order to guide the study and to be able to take care of the variable more objectively, the computer education was limited to personnel services, students' services and administrative management while dependent variable (administrative performance) was measured, competency of empower and training of personnel.

There were seven (7) public secondary schools in Oorelope L.G.A, Oyo state, all the secondary schools were used by using purposive sampling method, the target population for the study was five hundred and six (506), seven principals and four hundred and ninety nine teachers (499), the sample for the study comprised seven principals and two hundred and ten teachers making a total of 217 respondents between 2015 to 2016.

Significance of the Study

The study was concerned with issues of compute education in secondary schools and in relation to administrative performance in public secondary schools in Oorelope local government area, Oyo state.

The findings of this study will guide the secondary schools administrators on the benefits derived from the use of computer in day to day activities. It will equally expose theprincipals of secondary schools to their required and expected roles tasks, duties and responsibilities which are to be objectively performed by the use of computer.

The findings will also sensitise the educational agencies responsible for secondary education and the government on their full commitment to secondary education on the use of data base, records keeping among others.

Furthermore, policy makers, educational planners and other officials will appreciate the role of computer education in the achievement of educational goals and objectives.

Researchers will also find the study useful because it will open up new areas for further research.

Operational Definition of Terms.

The following major variables and terms were operationally defined in this study.

Computer education:refers to services render in terms of personnel services, students, services and administrative management in public secondary schools in Oorelope local government area, Oyo state.

Administrative Performance:refers to the training of personnel, availability of computer and competent manpower in the use of computer in public secondary schools in Oorelope local government area, Oyo state.

Computer:refers to an electronic device used in solving problems when instructed to do so with a minimum human intervention in public secondary schools local government area, Oyo state.

Spread sheet:refers to an application use in compute education in computing students results in public secondary schools in Oorelope local government area, Oyo state.

MS. Word:refers to an application use in computer education in sending messages to promote administrative performance, in public secondary schools in Oorelope local government area, Oyo state.
